I just stumbled onto this website called Skaters for Public Skateparks at http://www.skatersforpublicskateparks.org.
As the site says, “SPS is a non-profit skatepark advocacy organization, international in reach, dedicated to providing the information necessary to ensure safe, rewarding, freely-accessible skateparks are available to all skateboarders.”
The site has articles (here’s one I liked about the Vancouver, BC Downtown Plaza skatepark), a forum/messageboard that appears to be quite active, and of course–information on how to get a public skate park built the right way in your city.

The SPS is very helpfull.
SPS is truly dedicated to the betterment of our sport. These folks put the capital S in the word stoked. And they are stoked to be helping our cities and counties be informed of what a safe, well designed, and high quality skatepark should be.
I highly reccomend their help if you are trying to get a skatepark built in your town. The website answers most question and is a great source of information.
The fine folks on the message board are also more then happy to answer any and all questions.
Build it once…build it right…enjoy it for years to come. That is what SPS can help you do with your skatepark project.
